Post Programming a new Key

I have tried over 20 times to program a new key for my truck. I do have two keys that are operational. The instructions don't appear to be correct in the F150 Manual. Does anyone know the proper steps to take in programming a key or is there a technical bulletin for this on the web?

Programming a new Key

First use one of your programmed keys. Turn to run and wait for the theft light to go out.(approx 3 seconds.)Then turn off and repeat with your second programmed key. Wait for theft light to go out again. Insert key 3 (unprogrammed key.) Turn to on postion. Wait for theft light to go out. Key number 3 should be programmed now. If not mabye you got a bad key. Thank you very much. I got frustrated using the manual. According to thier diagrams and instructions you are supposed to remove the key in the acc. position.
