Chrome always cleans up with steel wool. Yes steel wool. It will not harm the surface, and stubborn rust is not match for this process. You will bring the wheels back to new status provided that the chrome has not started to peel.
Fine grade wool is best. I have best results with 00, or 000 wool.
Do not use 3M scotch brite or any synthetic pads. U must use steel wool.
Works great on glass too. No more water spots.
