My 99 psd has started making a funny noise lately and I think it is something with the Turbo. When pulling my horse trailer up hills or acclerating, if the engine gets just a bit over 2500 rpm there is this "whoooooose" noise and it seems to loose some power. I let off and and goes away until it goes over 2500 again. A friend of mine said something about a dump valve? Never worked on it myself and everything is stock. Any ideas?
Tell us a little more about your truck. What if any modifications(intake, exhaust, chip, etc.)? How many miles, etc.
Your friend is probably talking about the waste gate. The spring can get week and start bleeding boost that the turbo is making. If you have gauges, have you noticed any loss of boost above a certain amount?

Sure sounds like the wastegate is opening too much, too soon.
The problem was the intake boot coming from the air filter had a hole in it and the air filter was stopped up. Do you think this could have caused any damage to the engine?
Also the box that holds the air filter has two clips broken off so it does not seal tight. Would you replace the box with a new system or stock?
You should get a 6637 filter. It is the biggest bang for the buck. You can get one at flletfilter.com
Go there and look for the Napa filter 56637 I believe. Yiou will have to remove the old airbox and the bottome of the tray but it will open the intake side up and the filtration is far superior to that stock crap. You may need to get a piece of 4 inch exhause tubing or do like I did and get a pvc coupling from home depot that has an outer diameter of 4 inches.
When you take it apart, look at the blades of your turbo and make sure that they are clean and no nicks in them, also make sure that the intake tune is clear of dust. Let us know what you have got.
