What does "by direction" mean?

it means the signer isn't the actual person listed in the "FROM" line but they have the authority to sign for the FROM person.
ie: I write a letter FROM "Commanding Officer" of my unit.
but at the bottom, i put MY NAME and underneath that, "BY DIRECTION"
and i sign it......
