Fan Speed Questions

I have a 2004 F150 XLT 4.6 Ext Cab, that I bought a few months ago and my question is when I turn the fan on 1, 2, or 3, I feel little to no air coming out of the vents, but when I turn it on 4 it comes out full blast, I asked a guy I worked with if his did that and he said yes, but I think that is not right.. is it normal or is there something going out that will need to be replaced?

There is a fan control module of some sort, can't remember the proper name at the moment, that can crap out and act like you're seeing. Someone posted quite a few months ago about this and figured out that thing was down on the passenger kick panel I believe. See if a search will turn it up.
