I think you have to go more than 28 miles to get 45 MPG, like maybe 35 miles? Maybe they had the numbers wrong on the engine size, 5.1L instead of 1.5L.

If 16.9 mpg is all that thing has achieved, what's the dealio on them? Anybody know?
Could have just had the puter reset or battery disconnected and than simply driven on to the show room floor or service department or something of that nature...hard to tell?

My family has 2 prius(es?) and a lexus hybrid in addition to the X, and that mileage seems extremely low for a prius. Ours are averaging mid to upper 40's. Even if you drive it like you stole it, I think it still should be higher than that...
I think that either something is wrong with it (hence why its for sale when its such a hot car right now) or that someone left it on for a looong time in park (although the engine shuts off, it will run as necessary to keep the batteries from dying if the car is left on)
