Depends on what type of paint. Single stage? Two Stage? Metallic?
But it can usually be wetsanded and buffed out

Start with 600 wet - get a spray bottle nd put a drop or two of sumlight dish soap in it. Keep it wet. Stay AWAY from any edges or creases. Don't go too hard. Let a spot dry to check your work. You're looking for a dull sheen. Go though 1000, 1500 then 2000, then start buffing. Tape off the edges and use course compound first. Remove the tape when you get to the fine compound. Last use swirl remover on a foam pad.
Of course this requires about $150.00 investment in a buffer and pads & cmpds...but you'd pay that even if you wetsanded it and then took it to a shop to buff...at least you'd have the tools now!
