2.9l injector question

Voltage from the EEC relay to the injectors is on the solid red wires.
The injectors for cylinders 1/2/4 are spliced together and the ECM pulses a ground for these on pin 58. These wires are light green/white stripe.
Cylinders 3/5/6 are spliced together & wired to pin 59 of the ECM.
These wires are tan/red stripe.
So, with the ignition on, should the power be pulsing to the injectors, or only while it is running? I have steady power to them when the ignition is on, and while it is turning over. They aren't pulsing. I am trying to figure out why it won't fire. I have spark, and fuel to the rail, but the plugs are dry. I don't think the injectors are bad, but I guess it's a possibility. It did try to fire when I tossed the new ECM in, but it hasn't tried since. I am in the process of building a 351w to put in it, but I would like to drive it in the mean time.

No PIP = no injectors firing.
As I recall the PIP is generated in the ignition module, which might be bad.
Theres a thread in the info sticky at the top of the forum on how to test the module.
Could'nt hurt to pull the codes either.
Yeah you should just see 12 volts with key on/engine off.
