Yes, that is indeed a frame mount. May also be referred to as an engine perch.
Not to be too cliche, but the only dumb question is the one you don't ask. This is what this community is here for.
Each of them are for specific engine series, but the easy way to find out what fits what is to look inside the mount from underneath. The engine size(s) it is made for are stamped into the steel. 255 to 351W is one frame mount set, big blocks and I-6 may be the same mounts, not sure. V-6 mounts are their own thing.
Rivets need not hold replacement saddles on - but I recommend grade 8 or higher bolts.
