Factory specs are .014-.016", or 26 to 28.5 degrees dwell.

That's for a regular 289. You don't have a HiPo 289, do you?

I've had points in all my daily driver cars since first driving in the 1980s. Every few years I will take out the points, dress them with a stone, clean them and reinstall when I do a tuneup. I don't recall even putting in new ones in all those years, as I've never had to.

If they are clean, gapped correctly and the condenser is good they pretty well have to work.

Setting gap with a dwell meter is more accurate.
