Fuel pump always running?

Recently on my 1986 F150 302 EFI the fuel pump in the tank went out, but before I knew that, I replaced the secondary fuel pump on the rail with one from NAPA. Now the secondary pump is making a loud whinning noise even when the truck is idleing or driving down the road. It is as loud as when you first start the truck when it is priming itself. Is the pump I got messed up or is something else messed up? It doesnt always do this but it has been doing it about everyother time I start and drive it.
Thanks in advance,
Blake

The pump flows the same amount of fuel, if your idling or going down the road. More fuel just gets returned to the tank during idling. You might have a leak in the line from the pump to the tank, letting it suck a little bit of air. Air in the fuel will make it noisy. If you have the plastic lines, make sure they are pushed on the fitting all the way so the o-ring makes a good seal.
