Since California is mandated to be all ULSD I don't believe they are required to even have the stickers on the pumps.
The term "off road diesel" is tossed around and can be misleading, as far as the EPA is concerned "off road fuel" is likely the greater than 500 ppm sulfer fuel and its all dyed.
However there is much on road diesel, less than 500 ppm and even less than 15 ppm that has been dyed to show taxes have not been paid, its for tax exempt use only, which can be "off road fuel", farmers, construction etc. or by tax exempt "on road" operators such as states, counties, cities, public schools etc.
One should be careful about reading the EPAs timelines for ULSD changeover and interpreting their use of the term "off road" to mean all dyed diesel.
I did the same thing, stopped at a local Love's station off of HWY 290 in Houston and realized it was lsd when the pump stopped at $75. I left the station and later called them and the attendant told me it was in fact lsd. No problems and it was 3-4K ago. They really need to get their ***** together and put the correct sticker on the pump, make it a uniform color,size and location and possibly put one on the sign so you don't waste your time stopping only to find that they don't have ULSD. Damn Liberal Enviromentalists!
