its called the exhaust back pressure valve (EBPV). its solenoid is located on the turbo pedestal. to unhook it look at the intake side of the turbo just to the lower front of where the intake tubing goes into the drivers side of the turbo. there will be a two wire connector there bolted to the aluminum housing. Unplug it and never look back. Next time the turbo is out cut the actuator off and weld up the holes in the pedestal
