Lower steering shaft boot torn

Lower steering shaft boot torn
I have a 99 B3000 2 wheel drive that I noticed when doing a tune up and oil change that the boot on the lower steering shaft was torn. Is there a replacement boot for this and if not any ideas of a repair? Also is this suppose to have some grease in it or mainly is it a dust shield?
