Mine does the exact same thing, I can rev it in neutral, revs fine, but if I try to drive before it warms up for a couple minutes, it will top out at about 10mph. But in about 1/4 mile it will all of the sudden take off. If I keep my foot buried the whole time, when it decides to kick in, it takes off like a frickin rocket.

Three things come to mind...........
Bad/biased ICP sensor.
Worn out IPR.
Stuck EBPV.
.
The first two seem more likely to me.

That and keep fresh oil in the crankcase.
The K&N I am talking about is the oil filter. I am looking at putting in the Wix air filter in place of the stock unit. I do have a K&N stock element replacement in this, not cold air intake. Are there problems with that unit?
I put in the K&N Oil filter instead of the Fram because my wife went to get the Fram and my son insisted the K&N was better. It does have a 1" nut at the bottom to make it easier to change, but I don't know if it is any better or worse than any other unit. I started looking at the oil bypass filters, though not seriously yet.
