Windshield Wiper Switch
On my 1979 F100 there is a one wire (Blk) coming off the actual switch (Wipers do have delay option). I assume this wire is a ground and secured it to one of the instrument panel securing screws. Is this correct?

Yup, it's a ground...but I'd ground it to the dash itself, instead of the instrument cluster. The instrument panel is plastic, meaning bad connectivity. The wire should be long enough to find a good metal ground in there somewhere.
