Sometimes no power...no boost?

This is an '03 stock F350.
I've noticed this problem four times now, not in a row...

Truck has been running about 15 minutes (leave work...10 minutes stop and go traffic, 5 minutes on expressway).
Tooling along at about 65-70 on flat terrain.
Go to pass and press the accelerator down.
Tranny downshifts, RPMs go up about 800-1000...but no ecceleration, at least for about 3 seconds, then slowly (over the course of 2-3 seconds) ramps up to the power level it should have had when it down shifted.
15 minutes farther down the road, do the same thing (downshift to pass) and it works fine.

Anybody see this before, or know what it is?

Pretty common really, turbo isn't boosting enough. Either your variable veins are sticking or the VGT actuator is getting stuck.

The truck is 4 years 6 months old and has 56,000 miles. Is this something the dealer will fix under warranty?

Yes, they should just install a new turbo... If you're under warranty and have $100.00. you should ALWAYS take it in to Ford for service.
