2001 escape p0402 code need help

I have a 2001 ford escape 3.0 v6 with the emissions light on, I checked the code came up with p0402 egr flow excessive. I have replaced the egr valve,
egr valve solenoid and the egr pressure sensor. I reset the light after I
replaced each item, and the light comes back on. I checked all my vacuum lines they checked good. And if I had a leak I dont think that I would have
egr excessive flow. Hope someone can help me with this problem. Thankyou.

I had the same thing on an 02 and found the EGR tube from the manifold the EGR was stopped up. The tube has an orifice between the 2 sampling hoses. Replaced the tube and no code.
