I don't believe that it is normal. The only thing that you can screw up is:
1) Not using a BB gun BB and the one that you used did not fully seat.
2) Allowing the spring to NOT seat on the "TIT" on the inside of the cap and now the spring is a mangled mess.
3) You may have air in the system but doubtful.
Did the truck start after the Mod? What was the fuel Press. before the Mod?
If the truck started and ran, what was the Fuel Press, after the Mod?
You may consider removing the brass cap and take a looksee inside.

Maybe the bb didn't seat properly. I had around 50 psi before and didn't even check it after because it didn't sound right. I put a tiny bit of grease on the spring just enough to hold the bb on and tried to get it dead centre but I guess it wasn't. I wanted to check with u guys first before I tried it again.
