Emergency Brake Light

I can't get this to go off. There's a switch next to the brake release mechanism that might have something to do with it, but not sure since I disconnected the wire and the light still stays on. I can't adjust this switch and I can't adjust the tension in the cable. I now need more tension to stop the vehicle from rolling. Maybe I should use cable clamps to take up the slack?
Any suggestions on how to fix these two problems are appreciated.

well... My brake light was coming on when My vacuum pump was on it's way out. Not sure about the other problem though...
