our 99 at work does the same thing. when you turn the dial from hot to cold and back to hot it stays cold. i've found hitting the black plastic piece on the floor, in front of where a manual tranny stick would be, helps. maybe vacuum related. also helped when **** was turned to ac and then to hot once in a while too, good luck.

the temp controller is electric motor that runs a mixing door. hot air and cool outsidie are mixed to get the temp you want. first thing is to pull the **** off and see if the controller rod is moving. if it is, then the electric motor or the cam on the mixing door is bad.
