They are persistant and you have to really ruin it for them so they stop. Removing it for a few days might work. I would stick a rag soaked in gas or WD40 up there and make sure they can't pull it out. Mothballs would be another choice so long as the birds can't remove them. After a week or so you should be able to remove the stuff. When birds invaded my garage, my handy dandy BB gun solved the problem.
