i would think aluminum rims would hold up the best but they have teflon coated rims now so if you have to have black then thats the way to go but you will pay for them or get some that are powdercoated not painted black.
Most durable? Hmmm....in terms of just standing up to the elements?
I would think chromed aluminum would hold up pretty well, depending on how good the chrome plating is (would be susceptible to chipping, of course). That or powdercoat. Then clearcoated aluminum, and at the bottom of the list would be polished aluminum and any kind of steel wheel.
I don't know much about the teflon coated rims, I have to wonder how well that stands up to road salt and the like. I guess if it works in pots & pans...
Teflon should resist any chemical one can normally obtain, that's not issue. Chipping by rocks and gravel is, and once the teflon coating is broken, corrosion can start there.
Personally, I use painted steel -- I can fix chipping and repaint from a rattle can once a year, and they will look OK.
