Painting over chrome

Whats the best way to paint over chrome and get a paint job that will last? I see many painted chrome bumpers and the paint is peeling off.

Seems like you could just sand the chrome off and paint over the metal but I'm not 100% on that...

Sand blast till its rough , (actually , blast the crap out of it), acid etch primer ...& a good quality urethane finish ...
