fuse #18 keeps popping. I have did a few test to see what could be the problem. blinkers and tail lights all work, none are out. The fuse will not break until. I step on break release and step on it again and pop, fuse breaks. I do not understand why this is. Any ideas?

I'd assume it's in the wiring. I'd get an Ohm meter, remove all of the bulbs and look for a short at each one of the light sockets. It could ALSO be the sockets in the High Mount Stop Light! Mine doesn't seal well and I've found water up in there!
Well I have to guess that #18 is for the flasher/brake circuit as in my 06. Did you fully check that the flashers work and that both brake light bubs are in-fact working? is one exceptionally brighter than the other? Sometimes bulb filaments will short to each other creating a internal short in the bulb popping the fuses or also again the filaments can bridge with each other creating both filaments to light causing a much brighter bulb and/or excessive current consumption. My fuse size lists 20 amp so if your popping it i am guessing a short. Do not install larger fuses to find the problem as you risk a potential fire hazard.
Take a headlight, or any sort of 12v light and wire it in series where the fuse goes. It will be bright when the short occurs and dim or out when the short stops. It's an easy tool to make to find shorts, cheaper than multiple fuses.
If all else fails put a circuit breaker in the fuses place and listen for the short while you're under the dash. Be careful on the size of the breaker though, I don't want you to burn up your harness.
