I installed an accessory horn, and , looking at the blue and the brown wires, opted to try the blue, but only get 8 volts shown when I press the horn button. Did I try the proper wire? Is that voltage correct? I hooked it up (an electric "Train Horn"), but the horn -which I've used before- sounds weak.

 

It should be 12V at the horn.
