351W issue

hello all, i have a 91 f250 4x4 w/a 351w that has about 124k on it. the truck starts up pretty good, and will idle all day long. it seems to run pretty decent at highway speeds, but in town, on light throttle, it starts kind of chugging, like it is choked for fuel. i have put in a few bottles of cleaner, including bg44k. i have done the following: plugs, wires, cap, rotor, air filter, fuel filter, fuel pump, fuel pressure regulator, throttle position sensor, egr valve, oxygen sensor. i am thinking of replacing the fuel injectors next, i am not sure what to think of this problem. it also seems to be a little lacking in all-over power. don't know what you guys think, but any info would be great - thanks!

First and foremost... have you pulled the codes?

What milage is it getting?

i haven't pulled codes, and it's probably getting 8-12mpg
