I have heard of people cycling there glow plugs by turning off the key when the WTS light goes out then turning it back on. My volt gauge stays low when the WTS light goes out indicating that the GP are still on after the WTS light goes out so would it not be better to just wait till the volts go up before you turn the key off and on?

That's exactly how I do it on the rare occasions when my truck is in < 0° weather. I don't have any particular reason for it....it's just how I do it. For the most part there is no reason to cycle them at all assuming the GP system is working properly.
A trick that a diesel mechanic taught me up here in MT was to immediately crank the engine over for a couple of seconds to get some fuel into the cylinders, then shut the key off, turn it back on and let it run its normal cycle. This has made a difference for me in sub zero weather, the engine just lites right off instead of cranking awhile. Just my 2 pennies.
your still cranking the same amount of time, just glow plugging before or in the middle of crancking. same load on the starter, or more since your cycling the solinoid twice instead of once.
