fuel heater?
Hmm...now that I think about it, it might run all the time. However, I believe it's part of the cold ambient package, which means the PCM sends the "on" signal whenever certain conditions are met. Temperature of the oil, coolant, air, and the barometric reading all play a role.
You likely would never know when it was working without putting a voltmeter on it. But you will know when it fails. It will short out against the housing and blow a fuse....and your truck won't start.

does nothing for mileage, it is there so that the fuel doesn't turn to wax or jello when it is cold. the same effect can be had by using #1 diesel, some winter additives, NOT living in places where the temp goes below 32F
Does it start any easier when you cycle the gp's a couple of times....or when it's been plugged in?

All you need for the block heater is a couple of hours beforehand. No need to leave it plugged up all night.
Starting easily with it plugged in and difficult without is a strong indicator that something is still not right with your glow plug system. You should probably ohms check the new plugs through the harness to make sure they are still good. Give the wiring harness connectors a thorough inspection while you're at it. Make sure there are no burns or scorch marks on them.
You could also try jumping the glow plug relay for 15-20 seconds and see if it starts easier. That will tell you if it is working correctly or not.
