So I bought my neighbours 94 F-350 PSD today.
I drove it home and parked it.
Was going to clean it up some so I started it up , turned it around and shut it off.
Cleaned it out and went to move it ........no start!
Things Ive done.......
Unplugged the IPR (on front drivers side head).
Checked the engine oil and the HPOP levels.
Put the battery charger on.
Plugged in the block heater.
Put 5 gallons of diesel in the tank in case the guage wasnt working.
Switched the #3 and #4 fuse under the hood.
Opened the yellow tap on filter(diesel runs out).

is this a 94 powerstroke. or a IDI.
did you wash up under the hood? maybe somthing got wet and its causing a no start.
let it sit and dry out, charge the batterys and get that block good and warm overnight.
try it then and see what happens or doesent happen.

My 94 takes a few mins to start after sitting all night. (I am also running on 4 good gps so that probably doesnt help). I start cranking and it feels like it takes a few mins for the fuel to get through everything before I start to see white smoke from the tailpipe. Once I see the white smoke, the next crank it starts right up
Also, when I bought my truck it would do the same thing, crank, crank, crank and crank....turns out I needed new battery cables and now it starts every time w/no problems

It was running I drove it home.

Does your wait to start light still come on when turn key on? If not you may have fuse blown under hood. I'de check all of them. I had a few flown for trailer circits adn didn't even know it
Funny thing, I had the same problem on my 1995 F250, the one I'm working on. Of course it was only at one point in the repair process. While I was tracing a short I unplugged the Position 20 Maxi fuse in the fuse box under the hood. Turns out that was the IDM fuse... I would check that fuse. I would also check the PCM fuse, cannot remember which one, so just check them all.
Another possibility... when I was working on the dash of my wife's 1993 f150 with optional tanks, I forgot to reconnect the tank selector switch. Same issue, reconnected it, and it worked fine. So I would recommed checking the switch if you have the optional tank.
I checked all fuses under the hood and under the dash.
What about the square relays in the fuse box under the hood?
I swapped them around, is there any way to test them , and what are they for?
