Well in the paint I have on this computer, it actually resizes the whole picture for you, you just have to put in a percent. Try it.
Open paint, load your picture, then click image at the top, then resize/skew. I usually make my pictures 23 percent of the original and its just about perfect for pictures on here.

Im not quite sure what you mean by select the image. If you open in into paint, thats all you need to do.
Like if you mean do you have to drag your mouse right over the image when its in paint, no. Its just a couple of quick clips. Oh and always remember to save as, then you still keep your original.
I know paint never always had the resizing option like this either.
