Then I think you have a 'percolating' problem.
The gas is boiling in the float bowl.
Because with the key 'off' there's no way there's more fuel being fed to the carb.
It sure does sound like the fuel level is too high. When you pulled the sight plug, was that when the secondaries were dribbling, or after the truck had sit for awhile? Put a rag under the hole and pull the site plug while the engine is running.
the secondaries leak while the truck is running and after its off. they'll eventually stop leaking after a few minutes. i already pulled that carb off so ill put it on tommorow and pull the sight plug when the truck is running.
i am gonna check timing tommorow. where exactly are the timing marks. my entire engine is dirty so its hard to find. i've heard that they are on the harmonic balancer but im not sure what that is.
The balancer is the round thing that the bottom pulley bolts to. Crawl under the truck and clean the balancer off really good, and you should see a scale on it. You will have to turn the engine a little bit to clean it all the way around if you can't find the scale at first.
ok i found the scale and bought a timing light. where is the other mark you line the scale up to. is it the mark on the top passenger side of the engine? also the light i got doesnt work, i have t hooked up to the #1 plug wire and the battery, am i doing something wrong or is it just broken?
It sounds like you're doing it right.
If you hook it up to the wire going from the coil to the center of the distributor and pull the trigger does it flash then?
Perhaps you can't really see the marks on the balancer. Try rubbing some white-out or something into the engraved marks to make them easier to see.

I would try to put a kit in it. That's the problem with used carbs, you do not know who has been in there before and how many leftover parts they had at the end. Make sure to pull the plugs though. That's the only thing that makes sense except someone seriously messing it up when they had it apart.
