Bed cover

Have a 07 sporttrac limited with factory 2 pc folding hard cover, was wondering if the factory key was suspose to lock and unlock the cover, key fits but doesnt turn????

I was told if it was a factory install the locks would work the the ignition key. If the dealer put it on, chances are that they did not set the tumblers to the factory key.
