I know it is in the passenger side kickpanel, maybe unplug it then plug it back in? Normally there is a button on it, but it has been a while since i have looked at mine.

The button is on top of the box. You pretty much reach it by feel.

Your reset switch should be identical to mine. When you feel up along the top of the box, you should feel a circle up top. The switch is recessed inside that circular spot, and it's one of those switches where it barely moves, but you can feel the "click" of it depressing. If you still have your owner's manual, it will show you a picture of this switch.

Fuel pump relay is under the hood. I do not recall which slot it sits in.

Never heard of pulling it up, only pushing a 'popped' fuel pump 'rollover' switch to restore power. Be sure it is pushed down fully & reset.

There's 6 relays in a row next to the fuses by the master cylinder. The fuel pump relay is essentially the center 1. Its the 3rd inside square relay next to 3 rectangular ones.

Check your fuses... Fuel pump Relay, fuse #19... 20 amp... under the hood... mine is a 98 also, but with 4.6.... your fuse location may be different.

The Delta-P should be popped "up." Push down to reset, if it is not popped-up then it is not the issue.
