I am looking at going to a 4V carb on my 1978 351M and was wondering what your opinions are on what the best combination of carb and manifold would be. My engine is completely stock and has no emmisions crap. I am going to eventually convert it to a 400. I don't want a hot rod just something streetable with a little more go.

Edelbrock only makes 2 flavors of manifold for the M series, Performer and Performer EGR. Both are dual plane but the EGR comes with an adapter for the stock 2V and EGR system. To put on a 4V and still keep the EGR you will need to get the 4V EGR adapter. Otherwise just go with the non EGR Performer. Stay away from the S2P2. It's an old design that they quit making years ago. There have been quite a few for sale on eBay and even the guys at Edelbrock recommended staying away from it.

Currently Edelbrock only sells 2 different manifolds for the 341M/400 motor, the Performer and Performer-EGR. Look it up for yourself dipstick. Nobody wants to buy an 18 year old piece of crap from you anyway. If you're that desperate to sell it then put it in the classifieds.
There is (or was) a Weiand dual plane manifold available for the M block, that might be better for higher rpm power. Someone posted a link to a blower manifold a few weeks ago and you can use any 351c manifold with a set of adaptors. For the purposes of the original question the answer is probably either of the Edelbrocks or the Weiand.
