I noticed that on my '06 F-150 the driver's side black plastic cowl doesn't have all the drain holes in it like the passenger side one does. The identations are there but there are no openings in the bottom like the passenger side cowl has. After I wash it, water sits in the cowl because there is nowhere for it to go. Before I take a drill to this thing, is there a reason why it is like that?
Well, I see I'm not the only one wondering about this. There is either a good reason for it or it's simply an oversight on the parts. Maybe someone will know and answer us soon. If not, I have a drill!

I wouldn't take a drill to it. Not sure, because I haven't removed it, but I believe your wiper motor is under there and the cowl on that side is solid to keep water away from the motor and related wiring.
i think frd67cobra is correct, the motor is directly underneath the non perforated part of the cowl. i recently had mine off for a windshield replacement and took notice then. thing is, it rained while the cowl was off and i washed the truck without it. wipers work fine, the motor is sealed up well. i guess it protects over the long run.
