could be a glow plug problem, might have a couple dead plugs, try waiting 15-20 seconds after the wts light goes off, anything below like 20 degrees outside i have to wait a little bit after the wts light goes off for it to fire

You can test you GP and relay. For the relay check with the key turned on (us a helper its much easier) make sure you have battery voltage on both larger terminals. A test light or voltmeter work best.
