Well actually this is where it gets weird if the hubs aren't locked i shift into 4 hi and it is normal and shift into 4 low and its normal but if i lock the hubs i can't get it into 4 low
yea, thats sounds kinda goofy...so its sluggish when its in 4H ? what if you put it in 4Low, and then locked the hubs??
is it a borg warner transfer case?
if there is a torque build up, sometimes you have to put it in reverse for about 20 feet to unwind the torque, then try to drop it into 4L you could have some worn forks too, I bent my 4L shifting fork and I can only run 4H -1356 borg w-there pretty simple to figure out, there really isnt much to them inside.

Near the rear driveshaft it should be cast in the aluminum above the drain plug, or filler plug as a 1356,1345 etc look for the "borg warner" name.
its probably a 1356, also, did this truck have a plow on it? -that'll beat up the drive train,espeacially the transfer case forks, it could just be sloppy where its 16 years old. good luck.
