Appears to be a problem with 2002 - 2004 model years. Below is a link that may be helpful but ilt does not appear the Ford will bear financial responsibility for the fix.

If you haven't already gotten it fixed, take it to a dealer and they should warranty it. My 2003 cracked out of warranty and I took it to a body shop (quoted $300 fix). Took it to the dealer to get a quote and they fixed under a recall. Now the warranty repaired one has cracked again. I haven't taken it back yet for another one.

Above is correct, My 02 merc was fixed under a recall. I belleave it was a " beauty bar recall " or something to that efect. Did not cost me anything. However it has cracked again. in two places this time. Not sure what is causing this but it would be nice if it was fixed correctly. I seen some on the road that are cracked as well.

I have an '02 explorer with the same issue (you're referring to the the exterior, right?), it occurred this winter. Spoke with the body shop at the local dealer and they said this was not a recall for 2002 explorers.
