Start with this link. It's for 99-03's but much of the stuff can be used on an OBS truck as well. My check list usually consists of checking the following:
Brakes
Balljoints
Steering components
Tires- are they in good shape, even wear, etc.
Try EVERYTHING to see if it works (no surprises later)
Don't believe a word the salesman tells you about ANYTHING!
Drive in town and on the highway, hit some rough roads or RR crossings if you can
Listen for any weird squeaks, bangs, rattles, etc.
That said, one thing you should be aware of is the auto hubs are junk and you'll probably want to replace them with Warn lock-outs eventually. Not too bad a job and about $80 in cost.

One of the more important items is looking at the turbo impeller wheel for "dusting." The blades will look like they have been sand blasted. This is not good. Simply remove the intake and you should be able to get a good look at it.
