Now to start to spend your money (you can get some pretty good power with your budget)

First thing to do it the Napa 6637 air filter
Exhaust is next. Minimum new turbo down pipe and gut the cat converter (or go with an new turbo back 4 inch or larger)
Now you need at the very least a pyrometer to watch exhuast gas temps.
Transmission temp gauge if you have an auto
Boost gauge
Larger trans cooler if auto trans (trucool max)
Now all of those things are what we call supporting mods. They don't add alot of power but they lay the ground work to safely and effectively to add power.

Next depends on your plans. A chip will add power. I recommend either Total Diesel Performance.com or DP-tuner.com

Or you can go with bigger injectors and a chip to match. This will give lots more power. But it could also take out your tranny (clutch if a 5sp) if its stock. Then a tranny build will be needed.
