i jumped the GPR and it fired right up.

thanks for the help guys. guess its time for a new GPR.

or

is there anything that will cause this relay not to engauge?

Because of your good description of details, I knew that the engine would start after jumping the relay.
Go buy a GPR, (recommend one of Guzzle's big Stancor relays) and drive it once you get the engine installed.
