Very Hard cold starts?

Alright I have purchaced my first f-350 powerstroke 1999 and I have replaced oil and filter air filter and fuel filter. I had trouble when outside temps fell to 25 I checked and replaced glow plug relay,was shot.. started better but still not up to par, rebuilt starter started good until temps started to drop to 20 and below so I constantly have to plug in If I don't plug in and try to start in morning I turn over and it will start ruff chug a little and die Three or more times and it will start and chug and then finaly stay running?My theory is the glow plugs are bad and I am going to have scanned tonight to check all pressures ect... By the way has anyone heard of a scanner that can check eack individual glow plug to see if they work or not??? P.S. I have checked gpr with a test llight and relay is working wait to start light stays on longer when engine is cold , so what do you guys think??????am I on the right track almost forgot removed batts and had them checked and are good

Dont know if you tried synethic oil or not but that may really help, at least it did on my 01 psd. Might be a plan to start there.

I am certainly no expert, but I think you are on the right track. It seems like Glow plugs to me. One of the experts will chime in here soon enough.

Oh, and Welcome to FTE!!!

You can check the glow plugs with an ohm meter.
The WTS light on the dash does not indicate that the GP's are on.

I have checked the glow plug relay with the test light and the relay gets power when key is on and i know that the light in the dash is an idiot light but I have not checked anything with a voltmeter I dont want to dammage wires that run in valvecover any suggestions on that ? furthermore anyone hear of a scanner that can check them? My friend has a snap-on scanner that he uses at work and he seems to think it will check each one but I dis agree any comments?

If glow plugs are working, check the fuel heater in bottom of fuel bowl.

The only way I know of to check the glow plugs is to pull the plug at the valve cover gasket and check with a ohm meter, but that doesn't mean there isn't another. In that plug are pins for the glow plugs and the injectors and I can't remember which are for what .Hopefully some will know I will see what I can find . I believe that your on the right track with the glow plugs .

Ohming UVC connector:

Checking the ohms reading at the valve cover connector on the outside.

Pin Out

G G I I C I I G G

G=Glow Plug +
I = Injector +
C= Injector Common

***The injectors fire with a 115VDC signal from the IDM. Do Not pierce the wires to test.***

Test between "I" and "C" to test the injectors, should be less than 5.0 Ohms.

To check glow plugs Test between "G" and battery ground. Should be between 0.6 and 2.0 Ohms

It's a good idea to check the glow plugs. If, they check out to be OK, you could try letting the glow plugs work a little longer before starting. They typically burn for 2 minutes when it's cold. Just turn the ignition on and wait a minute or so after the "wait to start" light goes out. Another thing, are you using any fuel additives? Something that boost the cetane rating will help in cold starting too.
