I would say that if built properly, both will yield about the same economy/power. Because of my serious dislike of the 351M/400, I will say the 390 will have better economy because there is/was a better aftermarket following for it, and more people know what it takes to make em work.
I think they would be similar, not enough to be the deciding factor in which one to use. I would prefer the FE because in my opinion they are a better engine.

plus i think there were more 390s built than 400s, if you dont have a choice both are good engines, but if you do have a choice go with the 390.
if your diving a 70s 4x4 theres not much you can do about mpg, the best thing you can do is give just enough gas to move it, thats all, and youll be fine.
ive even heard of carbureted 460s gettin 15mpg around town because they keep there foot out of it, results not typical, but its all how you drive.
now you can do things to make your engine run more efficiently with ignition systems manifolds exhaust systems and headers, in combonation with a light foot, and this will get you even better gas mileage.
Neither will be considerably better than the other.....
Taking it easy with some smog equipment removed, I got 15 mpgs out of my 400 on the hwy. That is about as good as it gets. Average would be around 10-12, like the average of a 390.
