I have searched some of the past threads, but didn't find anything on VACUUM for the CC. I have a vac line coming from manifold vac to white/green round plastic thing that looks like a vac delay. Anyhow one side goes to the CC unit on the intake the other side runs up towards the radiator support and has a golf tee in it.??? Where does that one go to? Thanks, if I was not clear then I will try to explain better just let me know. Thanks again.

It runs to the drivers side. I just went out and looked, the "splitter" is metal. If it's not required then I will just run it straight to the CC motor.

The vacuum delay that you are referring to is a one way valve. The plugged line should be going to a coffee can looking reservior that should be mounted in the driver's wheel well area. This system provides continuous vacuum to the CC servo in case of WOT operation.
Say you it resume (or accell) and the servo open the throttles up. Vacuum strength dropps because when the throttle first opens, it creates a low vac situation. In this moment, without the reservoir, the servo motor might not have enough vacuum to keep the throttle open. This could lead to a surging type of operation.
