Corporate accounts have preferential pricing to begin with and the cost to ship to a residence is always higher than to a business. Find a friend with a commerical account and ask your buyer for a commercial address you can ship to. Rates should be better this way.

How much do the wheels weigh, and what size wheels are we talking about here? I usually just ship wheels through Fedex Ground at about $16-$20 a wheel.

No, if you do not have on-line verification of the shipping, if the buyer files a claim, the seller loses. Which is why you never accept PayPal for a local pickup.
17" monitor boxes (which I used 24w x 24d x 20t) worked great for me. Heavy enough not to have the wheels pop through with the stapled bottoms and sides.
