are there any good (easy) ways to clean that black crusty stuff that gets on the pan thats underneath the electric heating surfaces on a electric stove?
so far soft scrub and comet have taken the most of it off but there is still some left.

The "easy" way is to go down to the hardware and get some new ones.
Mine were $2.49 each 'round New Years.

(and they'll never look like new)
If its a self-cleaning oven, you can just invert them on the inside rack and let'er rip on the self clean cycle. It will still have a slight darkened area but everything else gets cremated to ash. Like said earlier, replacements make more sense - every hardware and appliance store carries them.
This is America. Throw it out and buy a new one with your tax rebate check. Better yet, buy more than your tax rebate check will allow using your credit card or HELOC.
