'99 electrical issues

I've got an electrical issue. My OBD II, Cigar lighter, and over head display don't work. There is no power to them but the fuse is good and has power going through it. Any Ideas??

It is fuse number 3 IIRC.

The fuse is good and there is power going through the fuse. I just don't know if there is a fusable link some where or if this is a typical problem, or what.

Check your lighter for power. Use a test light to the center of the lighter socket and a known ground. You may have a grounding problem instead of a power problem.
