noise control

My question is how will know if its too loud I dont want to get a noise pollution ticket.

how loud would dual 3 inch with x pipe low restriction aero chamber mufflers and high flow catalatic converters, I am looking at pushing 400 horse with a mild cam and fully ported and polished heads? is this within the legal limits?

I really cant afford to get any more tickets.

I would suggest you find out what your state/local laws are on the number of decibels allowed and at what RPMs they're measured then call some local muffler shops and find out what their experience has been with particular types of mufflers and exhaust configurations.
