door rust solution

I've read lots of posts about the doors rusting on these after only a few years. My '01 has a good bit of rust starting to form down where the drain holes are - given it came from Maryland I thought it was due to salt on the roads or something. However, it is clear that the drain holes are above the lowest point on that crease, which would leave water in there any time there were heavy rains I suspect.

My thought is to simply take my Dremel and further notch the drain holes down until they almost meet the other panel, thereby creating a hole at the lowest point of the crease and allowing a way for more of the water to exit. Any flaws in this?

I still have to go back and sand it all down and cover with a rust converter, but while I'm in there it seems like a valid solution to prevent further rust.

I will have to check out my 98 closer to see if it drains completely. Linseed oil can also be used to hold back rust.

I sprayed a half of can white lithium grease in each door. They stopped rusting after that.
